Treachery!
Long has the Empire's presence on Kamda been slight, but nearly without warning the garrison became active and moved into the mines! What they did there is only up to speculation because as soon as they arrived the entire system was locked down allowing no one entry or exit. This has included the miners who were working at the mines themselves. Word has spread across Kamda, and even those who are not directly related to any caught up in this mess have got themselves up into an uproar.
This offence against the people of Kamda cannot be tolerated!
Bring our families home!
Event:
In the streets of the governmental sector the people have Kamda have come together to protest the Empire's actions. Being sure to let them know just how unacceptable this is, and to demand the return of the workers to their families as they have received no word on even their well being thus far!
There are two paths to take during this event:
One supporting the Militant Faction, stoke the flames of the heart of Kamda!
One supporting the Covert Faction, calm the tempers of Kamda, rash action will not help the people held by Imperial Forces!
Special Note: Both factions support a peaceful protest, however, based on how events will transpire it is clear to see that a Riot event is going to benefit a more militant styled Rebellion. Regardless of what the leaders may wish.
Points in this event will be gained as such:
Basic Success will net 1 point
3 Success' or more will net 2 Points
5 Success' or more will net 3 Points.
Triumphs and Advantages, and their negative counterparts, will be dealt with on a case by case basis.
Riot! -
There is only one thing the Empire understands! Too long have concessions been given to the Empire only for them to tighten their grip even further, leaving the people with less and less, crushing hope! No more! Let the people of Kamda show the Empire who they are and that they will not be stepped on any longer! Demand, through shouted voices and raised spirits, the return of the miners to their families!
Roll one of the following Social Skills to give rise to the spirits of the people of Kamda:
Deception @ Easy:
Nobody knows what is happening to their loves ones, but you know the Empire and adding your certainty to their fears would do much to stoke the flames and fire laying dormant in their hearts.
Coercion @ Average:
Loved ones are kept captive, no answers are being given, these people want to fight and, well, so do you! Yelling, threatening, tossing up a fuss at the Kamda Security Officers present causes others to join you as they see your success they too add their angry voices to the raucous.
Charm @ Hard:
A persuasive voice is not the most effective when used with a crowd of angry, upset people but should you convince them of their need to show these officers just how important the return of their loved ones is in the only manner that they will understand, you will inevitably get some who will listen.
Leadership @ Daunting:
An angry mob does not need a leader, it needs a cause to form, but should a leader stand up to direct their anger against the security forces they may be accepted but it is not an easy task to claim such a position for oneself.
Not My Kamda! -
When tempers flare mistakes can be made. If the passions of the people of Kamda get too fervent, whipped up into too much of a fury, there is sure to be rioting and the security forces of Kamda will have to act. Calm their spirits, remind them that patience does not mean they are abandoning their friends and family. This is not the way to freeing them from Imperial custody, it is only the way to be certain that others will join them.
Roll one of the following Social Skills to calm the tempers of the people of Kamda:
Leadership @ Easy:
There are those here who only need a leader, someone who will give a rallying cry to those of a better temperament and allow the direction of this day to be taken in a better direction. Neighbor calming neighbor, friend calming friend, show them the way forward and they will follow.
Charm @ Average:
There are yet those in the crowd who will listen to reason. Find them, convince them of the right way to resolve this situation and maintain a peace by eliminating the building tension. Convince them of the better way forward.
Negotiation @ Hard:
Though your skills are meant to aid you in making a deal, they may have some use here too. Convincing people to invest their efforts into other ventures, their anger and their rage into better guided actions, may do wonders to ensure they maintain the peace.
Deception @ Daunting:
These people are scared and angry. Soft lies that promise them their loved ones will be alright do little to assuage concerns, to limit the rising tension, but there will be some that accept these platitudes and make the better choice.
Results:
More Riot! points will cause people to lash out against the Empire in words and action. If Riot! wins out, the people of Kamda will riot against the Imperial machines and many will be arrested in the act but support for the Resistance will rocket ever higher. This outcome will grant significant advantage to the Militant Faction.
More NMK! points will ease the tensions of the people, allowing them to protest peacefully. This action will not grant as great of a boon to the resistance but the people of Kamda will go home tonight and sleep healthy and free. This outcome will grant significant advantage to the Covert Faction.

Tosath was there, in uniform as required by his superior officer. He wasn't on the line protecting buildings, just on hand in case things get out of hand and people need medical assistance. The doctor understands what's at stake, and sympathizes, but can't condone any action that would lead to harm for anyone. It is a difficult position to be in. When he speaks with people to try and keep them calm, the uniform undercuts his message. But at the same time, not having any defensive equipment, and clearly prepared only to provide medical assistance doesn't do anything to rile people up any more than might otherwise be the case.

Re: Gathering Storm [Day 3, Late Evening]
Ters was a judge, and he knew better than most what the authorities would do to the people who turned to public violence. Some might come before his bench, the lesser offenders. But many would find their way to small, dark rooms with little air and less pity. Ters looked out from his office at the sea of humanity forming, and knew that steps had to be taken to ensure that the people of Kamda had their strength when the true time to strike came.
He made his way briskly down the stairs of City Hall to arrive at the rostrum. The protest organizers knew his reputation, heard the kindness in his voice as he invited them to step aside, let him speak, and save their people. He stood, one aging Kel Dor against both the tyranny of the state and the bitterness of the oppressed, his words, spoken firmly from the heart of the great city, carried to each person in the crowd not by virtue of his great skill in public speaking; he was a quiet man, really, but by something else, something greater in his voice and in his spirit.
"Brothers and Sisters! Fear cannot bring change, anger cannot force the hands holding Kamda down to let up pressure, hatred can only lead to hatred returned in kind. Let the government hear your anguish, but do not fear them; do not give your fear the strength of your arm. Look your Kamdan brothers in the eye, person to person, and let them understand with your words the pain that has begun to seep into our bones. We can rage here, throw ourselves on the pyre and be consumed in catharsis, but will that bring your fathers and mothers, brothers and sisters home from the pits? When this breath of fresh air is shouted out, what will we have left to breathe?
Let this be not a spark that dies here under the heels of the occupation, but a sheltered and tended flame that will grow and gather strength, inspiring all. Do not throw your strength away; use it to lead our people. Their need for you is great, and it will not be served by mere martyrdom. They need strong people to do what they know they must, rather than what they would like most.
Let this moment be not an end, but the beginning of a new hope. A new hope that will burn strong and bright; a wildfire that will catch and spread in the spirit of the people here in Kamda City, across the plains, up the mountainsides, and down into the great pits. From there it may, if we are wise and steadfast, light the way for something greater than a single city, a single planet, a single system, for the darkness that dwells in the shadow cast by the State arises from the hearts of people in fear. Let us cast the shadow aside and be a light in these dark places. Go, brothers and sisters; breathe in the air, tend the flame we have lit! Live in hope and serve one another!"

"I know you're frustrated and upset. We all are." Jaxom had gathered a number of people from the community. "We all want things to change, but that can't happen if things are done recklessly. Kamda can't rush into this, not again. If we're going to do anything, we need to prepare. For now, anything we do has to be done carefully and quietly."

"People people. Please calm down" Leah had moved to talk to quite a few of the rioters, her soothing voice trying to convince others. "This is now how Kamda acts. We're not rioters, if we throw the stones at them they'll retaliate. Please, there is a peaceful way of doing this. I just know it."
She looked at those who were listening.
"I know we can get what we need to via peaceful means. Not aggression."
However, she was either too small or too quiet to be of great use

Re: Gathering Storm [Day 3, Late Evening]
Jyrvess watched the crowds gather and felt a stir inside. I have run too long. Dad tried the way of peace and... She let the though burn, the guilt over his death mixing with anger. She heard the peacekeepers speak and felt only sorrow for them. Jyvress knew better then to slink back into the shadows, she knew that the Empire lurked in the shadows too. She had, after all been there once. Had seen the cruelty of the ISB and the shadowy callousness of Imperial Intelligence. They would find these leaders who went to calm the crowd and kill them at leisure, for peaceful or not they were dangerous.
Jyvress knew there would be blood but the martyred needed to stand out, their deaths in the open for all to see to inspire the anger she was now feeling. Her empathy had to be put aside for now, to do what had to be done. So into the crowd she slipped. All lies had a foundation of truth, and Jyvress knew enough of the Empire's dark work to draw on plenty of truths. Just change the details to build a narrative for Kamda, easy enough for one trained in that kind of work.
All across the mob rumors began to stir. 'I heard the Empire found something and have been making the miners work to uncover it....literally to death to keep the secret!' 'Well I heard the miners had been planning a strike and the Empire has been making examples of them and hiding it from their families.' 'No, no there was an accident and the mines are dangerous, not that the Imps care cause they are making them work at gunpoint!'
Her work done, Jyrvess slipped back to the shadows. She would let the rumors fester and grow on their own. Let the details get worse and worse with each retelling.
Deception to help stir the riot!: 1eP+2eA+1eC 4 successes, 1 threat

Re: Gathering Storm [Day 3, Late Evening]
It was not Fuff's business. He kept telling himself passing through gathering crowd. Except he knew it was. The people could throw their lives away as they willed over whatever recriminations and indignations they wanted, but he knew one thing, a lesson he had learned the hard way on Farrfin so many years ago, and in softer ways many times over... it always ended in bloodshed and the need to flee. The Empire couldn't be defeated, only evaded.
He stopped, not because he had made a decision, but because his memories caught up with him. Flenya dying in his arms, sharing no words but a sense of disoriented surprise even as her legs and tail had got smashed under an armoured vehicle. He couldn't find any words back then either, no final consolation, because there was none in him, only despair and guilt for the false promises he had made to her and many others. The irrevocable guilt of being a perpetrator and a survivor, culpability of betrayal... through bravado.
He was now seeing his younger self and his companions in the faces of those people, and they felt like palimpsests to him, as if the blood and deathly paleness had been erased from them to cheat on his perception, to belie his memories in ways that would be more comforting, that would let him recommence him walking out of this... Past and future overlapped, however, and he saw the gore.
There was no redemption, no righting the wrong, but...
"Good Kamdans, this is not the way! Your anger will not save anyone, just bring more suffering. How do you want to face it, with shouts and bricks? Don't you know where this is going? I know, and believe me, you don't want what comes next. Would your loved ones appreciate your death or enslavement? Go home, and live another day. Today is not a good day to throw away what you still have."
LE3. Not My Kamda. Leadership.: 1eP+3eA+1eC 6 successes

Fuff's words were steeped in authenticity and desperation he was actually feeling, and many couldn't deny the truth in them. He was moving from person to person and looked them in the eyes.
"Feeling brave because you see a crowd around you? You are fooling yourself, this is not strength. This is shared madness."

Dross sees his moment. This is the chance for him to step up. To calm the populace and be a leader among the people. To help bridge a gap between the Empire he loves and the people he has come to know and tolerate. He steps up and speaks his inspiring words to the crowd.

Lysa heard about what the Empire was doing and she was having absolutely none of it! Trapping those poor miners in there and not telling anyone what was going on? Not on her planet!
She moved through the crowd spreading anger and chaos "They are probably torturing them in there! cutting off their fingers! beating them keeping them in a make shift prison camp! This is a war crime! a war Crime!" As with all things she did Lysa brought a manic and passionate energy to her cries stirring the emotions of those near her trying to whip the crowd into a frenzy "They can't do this! This is our planet!"

"Look everyone, I get it. It's hard to suffer the indignities. I want blood too." There are cheers but the burly armored figure waves them off.
OK, mixed messaging here
"But lashing out like this doesn't help right now. If we want to do this, we do it smart!" There are clearly people who disagree and set on violence and don't seem to trust him anymore, but they do seem to quiet down.

Re: Gathering Storm [Day 3, Late Evening]
Spending the last few days hiding from the imps, Pieron knows a good old fashion riot could create the smoke screen he needs to try and find his way out of here. Walking around the crowds he starts kicking up casual conversations with some people here and there, sharing his concerns over if the imperials did this, what will happen to their friends, is someone going to help? This has to be an imperial trick of show of force or something! Some people listen and start to panic a little more, exactly what Pieron hoped for.

Varina may have bit off more than she could chew. She was pretty good at making up stuff that the Empire did... most of it was false but it was all about making a good story!

"Hey guys." Manny said, holding his hands up. "Look. Sometimes you have to be chill for a while so you can really cut loose when the time is right. It's like when you have to go to a job for a while, so then you have enough money to go clubbing later. You get me?"
Somehow, it seemed they did get him, at least a little bit.
