Times are hard on all underneath the yoke of the Empire. However, people feel that here more than any other as increased taxes directly affect the ability for those who call the slums home an ability to see their next meal. Buildings are run-down and overcrowded with few community resources to draw upon. Neighbors fight tooth and nail for one another, with only a token few fighting against one another.
